Recently my work involves
so-called limiter. I am quite confused of its characteristics and application
in the digital communication system(QPSK, etc). Can any expert give
some hints?

There are two components
you may be referring to.
One is a high power protection device
using PIN diodes. The purpose is to clamp a high power signal to avoid
damaging sensitive components on the front end of the receiver.
The other is a limiting amplifier, also referred to as a limiter.
This is an amplifier operating in saturation, providing a fixed output
level over a wide range of iput power.
