RF power combiners and dividers are compliments of each other and can usually be used interchangeably. The power combiner takes multiple inputs and effectively algebraically adds them together at the output. The power divider splits the input into two or more branches, usually with an equal portion to each branch. Sometimes there are phase shifts deliberately inserted in one or more of the branches.
RF power couplers are also reciprocal devices in that the coupled ports can be used to sample a portion of the mainline power, or they can be used to inject a signal into the main signal path. A bidirectional coupler provides a sample port in both the forward and reverse directions; they are often used to measure VSWR.
One important thing to keep in mind is that specified values for coupling are only guaranteed at 50+j0 ohms, or whatever the characteristic impedance of the attenuator model happens to be (50 and 75 ohms most common). The farther away from the characteristic impedance the connected ports are, the farther from the spec the coupling value will be.
