I am looking for a knid of glue which can stick copper to steel of nickle plating finish, the glue should survive from -40C~+280C, and vibration per: 5Hz~9Hz Dis +/-3.5mm, and 9Hz~200Hz Acceleration 1g, sweep rate 1oct/min with duration 5sweep cycles/axis.

Have you investigated J-B Weld? It has a very good reputation for bonding metals, although I do not know if it fits your exact specifications.
