I was able
to see the doppler shift from the relative motion between
my receiving location and the moon. At times, the
reflected signal was as strong as the 'direct' signal,
here in Florida.
HAARP shows the calculations for
reflected signal at
area of the moons surface used for the calculation was 1.4
E12 square meters.
